WORKSHOP MEETING MINUTES
NOVEMBER 1, 2011
A workshop meeting of the Upper Southampton Township Board of Supervisors was held on Tuesday, November 1, 2011 at 7:00 PM in the first floor meeting room of the Township building, 939 Street Road Southampton, PA 18966.

Ch. Biuckians called the meeting to order at 7:00 PM. A quorum was established.
Community Concerns:
There were no community concerns.
Discussion of Trash Collection Bids:
Mr. Golden noted that The Southwestern Bucks Solid Waste Committee (SWBSWC) which is comprised of representatives from Upper Southampton Township, Lower Southampton Township, and Northampton Township opened bids on October 27, 2011 for a new three (3) year and eight (8) month contract for residential solid waste and recycling collection. There is an option to extend the contract an additional one (1) or two (2) more years. The new contract begins on May 1, 2012. A total of three (3) bids were received. Bids were received for a prime bid and three (3) alternate bids. He noted that the Prime Bid is what the Township currently has (twice a week trash collection, once a week single stream recyclable collection, once a week yard waste collection between April 1 and December 15 and one week in January, and once a week bulk waste collection). All bids provides each resident with a 64 gallon recycling container with attached lid and wheels.
The results of the prime bid, per unit price, are as follows:

ALTERNATE BID #1
Alternate bid #1 is the same as the prime bid above except that there is once a week trash collection instead of twice a week. The results of Alternate bid #1, per unit price, are as follows:

ALTERNATE BID #2
Alternate bid # 2 is the same as the prime bid above except that there is an incentive based recycling collection program instead of no incentive based program. The results of Alternate bid #2,, per unit price, are as follows.

Mr. Golden further explained that the Township is currently paying $267.78 per dwelling unit. He presented the board with a handout explaining the incentive based recycling program proposed by J.P. Mascaro. He noted that the bids for once a week trash collection are much lower than twice a week trash collection, and that the bids are much lower than what the Township is now paying. He stated that SWBSWC has not met to discuss these bids or render a recommendation, and he is looking to the board for their input.
The Board discussed the prime bid and the three alternative bids and favors Alternate Bid #1, once a week trash collection without the recycling incentive program. Mr. Golden and Mr. Stevens will convey the Board’s preference at the next SWBSWC meeting.
